The Government e-Marketplace is the single largest channel for Indian government procurement of common-use goods and services, and for most sellers it is the first portal worth learning properly. GFR 2017 Rule 149 makes procurement through GeM mandatory for goods and services available on the platform, which is why demand there is structural rather than discretionary.
GeM also behaves differently from a classic tender portal: it is a catalogue as well as a bidding system, and a large share of transactions never becomes a tender at all. These guides cover the parts of that model a seller has to understand to win business on it.
